Joe Sayre joined the economic development department at RG&E and NYSEG in 2022 and was promoted to Manager of the department in 2024. Joe is responsible for management and implementation of various development programs that include grant assistance for electric/natural infrastructure and energy efficiency, support for productivity/efficiency improvements for manufacturers, assistance for start-companies/entrepreneurs, and revitalization of main streets/business corridors. He continually works in partnership with our economic development allies at a local, regional, and state level to attract and retain businesses in the NYSEG and RG&E service territories.

Joe’s primary responsibilities include management and implementation of various economic development programs for NYSEG and RG&E, which are subsidiaries of AVANGRID, Inc. These programs include grant assistance for electric/natural infrastructure and energy efficiency, as well as support for productivity/efficiency improvements for manufacturers, assistance for start-companies/entrepreneurs and revitalization of main streets/business corridors.

Prior to joining NYSEG and RG&E, Joe worked in a variety of roles focused on business operations, business development, strategic planning, relationship management and financial management of an organization. As a born and raised Rochesterian, Joe Sayre earned his bachelors at SUNY Brockport and his MBA at the Simon Business School – University of Rochester.

Joe serves on the board of directors for several organizations including, ONERoc, Rochester Downtown Development Corporation, New York State Economic Development Council, the Monroe County Industrial Development Corporation, the Strong Play Makers Leadership Council and the Rochester Broadway Theatre League. When not at work you can find Joe and his wife in search of the best chicken wings and IPAs’ in the region while watching the Buffalo Bills.
